Definitely not! Guard/Reserve units see having a PPL as a sign that #1 you have the willingness/drive/ability to accomplish something like that. And #2 having a PPL is a good way to make sure applicants are serious about flying, and have potential to do well as an Air Force pilot.

You’ve pretty much got it all covered! Would strongly recommend attaching a picture and creating a binder any time you go in and rush so that people can not only pick up and read about you, but also put a name to a face.
If fighter units are what you’re interested in it’s really good to get out early and often as they tend to have significantly more rushees than heavy units do. It can take multiple hiring cycles before they have a spot open. So even if it’s “too early” right now, by the time you’re closer to finishing your degree, the timing might work out very well.
Branden and HuskyMy understanding is that this is a process that is being rolled in as there are 2-3 different UPT syllabus’ taking place amongst the three bases. Columbus and Laughlin are for sure starting to implement the new training program, but I believe Vance is still sticking with their current syllabus. I’m sure that is going to change soon.

C.J.Yes you can live with dogs. I can only speak for Vance, but you could either get an apartment off base or apply to live in base housing. On base housing they will charge you BAH w/dependent rate.
