Typically your sponsoring unit should pay for that. You wouldn’t go until after you got picked up for UPT spot.

Find the phone number of the education center at the base you want to test at. Keep calling and ask to be directed to the AFOQT POC. At Luke AFB, she was a civilian contractor. I’m based in Texas and had the same problem. Took me probably 6 or 7 months to get one scheduled. I called Baylor ROTC and they were able to give me a Pearson voucher code to take the test through a testing center.
